Malaysia is a significant market for Indian frozen buffalo. The Department of Veterinary Services (DVS) approves overseas establishments for meat export to Malaysia. The Halal certifying body must be on JAKIM's (Jabatan Kemajuan Islam Malaysia) approved foreign Halal body list — this list is distinct from the GCC lists.
The import permit for beef and buffalo is managed by a restricted list of approved importers under the Ministry of Agriculture and Food Security. Buyers who are not licensed importers will need to work with a licensed entity. This is standard practice in the Malaysian market and experienced importers navigate it routinely.
Label requirements include the JAKIM Halal logo (or the certifying body's logo that JAKIM has approved), product name in Bahasa Malaysia and English, net weight in metric units, country of origin, and expiry date. Arabic script is not required for Malaysian retail but is common given the Muslim-majority consumer base.
